David Phillips
President and Chief Executive OfficerDavid E. Phillips is President and Chief Executive Officer of Credit Union Central of Canada (Canadian Central). He assumed this position on December 1, 2006 after being Interim President and Chief Executive Officer since January 1, 2006.
David is a member of the board of the Canadian Payments Association (CPA), Concentra Financial, Canadian Cooperative Agricultural Financial Services and Canadian Co-operative Leasing Services. He is also the Chair of Canadian Central’s CEO Committee.
David came to Canadian Central from Mondex Canada Association where he had been Vice-President and General Counsel since 1998. Prior to this, David was legal counsel for the Canadian Bankers Association for 17 years. For most of that period, he served as Vice President, General Counsel and Secretary to the Association. From 1977 to 1981, David worked for the Attorney General of Ontario.
David holds an LLB and an LLM from Osgoode Hall Law School and an MBA from the Schulich School of Business at York University. He is a member of the Ontario Bar.
Cheryl Byrne
Vice-President, Knowledge Services and Chief Executive Officer of CUSOURCE Credit Union Knowledge NetworkCheryl Byrne is Vice-President of Knowledge Services at Credit Union Central of Canada and CEO of CUSOURCE® Credit Union Knowledge Network.
The Knowledge Services division includes trade services, communications and research staff. CUSOURCE Knowledge Network is the national learning organization that provides foundational training and performance management tools for Canada's credit unions.
CUSOURCE Knowledge Network provides access to e-learning programs, traditional classroom programs, a knowledge resource centre and communities of interest for credit union employees, volunteers and members.
Cheryl has expertise in change management, project management, communications and marketing. Her career has provided Cheryl with positions of organizational leadership in both the private and public sectors. Before joining Canadian Central, Cheryl was Vice President of the Electronic Commerce Council of Canada, the non-profit association responsible for the Canadian bar code system.
Cheryl has an MBA from Concordia University and a Bachelor of Education from the University of Alberta.
Gary Rogers
Vice-President, Financial Policy
Gary Rogers is Vice President, Financial Policy at Canadian Central. Part of the Senior Management team of Credit Union Central of Canada since 1998, he was Chief Financial Officer until 2006.
Since changing focus in 2006, he has taken on files of a policy or project nature that will enhance Canadian Central’s role as a national trade association. He resources the national Finance Policy Committee and Credit Union Stabilization Funds of Canada (the association of credit union deposit insurers); assists the Treasury Managers Advisory Group and the Acquisitions Working Group of the Special Strategy Committee; and Chairs the Clearing Group Committee.
Gary holds a Bachelor of Commerce degree from Queen’s University. As a chartered accountant, he spent 10 years with Deloitte & Touche, latterly as a tax manager in national and Toronto offices, before joining the credit union system.
Stephen Fitzpatrick
Vice-President, Finance and Operations
Stephen works with Canadian Central’s Board, senior management, and member organizations to create and implement financial strategies and operational processes aimed at strengthening Canadian Central's capacity to fulfill its mission and priorities for the Canadian credit union system.
Stephen is an experienced finance professional in the Canadian financial services industry having been employed in senior positions with a major commercial bank for 20 years where he was involved for several years at a senior executive level in developing financial and business strategies.
Stephen joined Canadian Central from Capital Planning Solutions Inc. where he was Chief Financial Officer with responsibility for a broad range of financial and operational matters.
Stephen is a Certified General Accountant and holds a Masters of Business Administration from the University of Western Ontario.
Brigitte Goulard
Vice-President, Policy
Brigitte works with Canadian Central’s Board, senior management, and member organizations in identifying and taking action on current policy priorities of importance to the Canadian credit union system.
Brigitte is an experienced policy professional in the Canadian financial services industry having been employed in legal and policy roles with the Trust Companies Association of Canada, the Canadian Life and Health Insurance Association, Canada Trust, and, most recently, with La Fédération des caisses Desjardins du Québec.
Brigitte also worked with Meloche Monnex Inc. for several years and during that time held the position of Vice-President, General Counsel, and Corporate Secretary.
Brigitte is a lawyer with an LLB from the University of Ottawa and is a member of the Ontario bar.
