Mr. Scarr has dedicated the past 40 years as a board member of the Winnipeg Police Credit Union, serving as its President since 1976.

Under his leadership as President, the Winnipeg Police Credit Union's board of directors was recognized as the first board in Canada to complete the Credit Union Director Achievement (CUDA) Program.

Mr. Scarr was elected to the Board of Directors of Credit Union Central of Manitoba in March of 1993 and served as President of Credit Union Central of Manitoba from March, 1998 to 2001. During his tenure on the board of directors, he has actively participated on the Audit, Conduct Review and System Credit Committees.

Mr. Scarr is well known in the Manitoba Credit Union system for his statesmanship, innovation, personal commitment and his dedication to co-operative principals.
